SMALL CLAIMS ADVISOR SERVICE
The County of Fresno is seeking a qualified vendor to provide Small Claims Advisor
Services to Small Claims Court litigants, either in person, by telephone, and/or by any
other measures reasonably calculated to provide timely and appropriate assistance per
the enclosed Scope of Work and Guidelines.

SCOPE OF WORK
A. The Small Claims Advisor Service shall be provided Monday through Thursday
of each week of the year from 8:00 a.m. to 12 noon and 1:00 p.m. to 5:00 p.m.,
except County holidays, providing Small Claims advisory services to Small
Claims Court litigants and potential litigants free of charge. There shall be a
minimum of thirty-two hours of service per week, with at least one law clerk
available at all times during hours of service. The advisor(s) shall serve as
many clients as possible. The typical number of walk-in clients each day may
range from three to six clients, and the typical number of telephone calls each
day may range from ten to seventeen. The amount of time spent with each walk-
in client typically ranges from ten to thirty minutes, and the amount of time spent
on each telephone call varies more widely. The advisor(s) will be expected to
assist clients who are both English- and non-English-speaking, and/or who are
disabled.
B. In order to provide the most cost-effective and convenient service location, the
Small Claims Advisor Service may be provided in the Department of Public
Works and Planning, Community Development Office, located at 2220 Tulare
Street, Suite 800, in downtown Fresno. However, the County will also consider
acceptable, alternative locations that are convenient to the clients. An
alternative location for the provision of Small Claims Advisor Service would only
be utilized after a determination of cost-effectiveness has been made by the
County and an acceptable means of service delivery identified.
C. The Small Claims Advisor Service will provide the County with a monthly log of
clients advised. This log will include a record of all telephone calls and personal
contacts made in assisting Small Claims litigants, including the date of the
contact, the name and resident community of the litigant, and the amount of time
spent in assisting the litigant.
GOALS AND OBJECTIVES
The goals and objectives of the Small Claims Advisor Service are as follows:
A. Obtain the services of a qualified vendor to provide Small Claims Advisor
Service to Small Claims court litigants and potential litigants.
B. Provide this service Monday through Thursday of each week of the year from
8:00 a.m. to 12 noon and 1:00 p.m. to 5:00 p.m., except County holidays.

GENERAL REQUIREMENTS
A. The provider of the Small Claims Advisor Service shall be a member of the
California State Bar, law student, paralegal, or have training or experience in
tenant-landlord matters, consumer credit, personal injury and property damage,
consumer protection, and/or other areas commonly the subject of Small Claims'
actions, and shall be familiar with Small Claims' practice and procedure, and
current developments in the laws affecting Small Claims' cases.
B. Service may be provided in person, by telephone, and/or by any other means
reasonably calculated to provide timely and appropriate assistance. A number of
clients are walk-in referrals directly from the Court.
C. The Service shall be provided Monday through Thursday of each week of the
year, from 8:00 a.m. to 12 noon and 1:00 p.m. to 5:00 p.m., except County
holidays.
D. The Service shall operate in conjunction and cooperation with the Small Claims
Division of the Superior Court, but shall be administered in such a manner as to
be independent of control of the Court.
E. Persons providing assistance shall not appear in court as an advocate for any
party.
F. The provider of the Small Claims Advisor Service must be able to assist both
sides of a Small Claims' dispute, so as to avoid conflict of interest and maintain
confidentiality.
G. The term of the Agreement with the selected provider shall be for an initial period
of one year, beginning on or about July 1, 2005. The County shall be given the
option of renewing this Agreement for two additional one-year periods.
H. The amount of the Agreement between the provider and the County will not
exceed $19,140 for the 12-month period, or $1,595 per month. This amount
reflects an estimate of the fees that will be available to pay for the service during
the first year. The fees can vary from year to year, and may require an
adjustment in the level of service commensurate with an increase or decrease in
the estimated revenue from fees.
I. The Service will be provided to Small Claims Court litigants and potential
litigants free of charge.
J. The County currently provides one office, telephone service and basic office
supplies necessary to implement the service.
K. The Small Claims Advisor shall comply with all Federal, State, and local laws,

ordinances, regulations, and Fresno County Charter Provisions, applicable in
the performance of services.
L. The Small Claims Advisor shall be expected to execute an Agreement with the
County to perform the Small Claims Advisor Service.
M. The Small Claims Advisor must be able to provide assistance to non-English-
speaking and disabled clients.
