Seasonal Agriculture (Ag) Registration
The Registration and Title System (RTS) has been programmed to enable counties to
issue Seasonal Ag Registration in accordance with requirements of HB1128, enacted
by the 77
th
Texas Legislature. Provisions were made in the registration and title events
for the purchase of 1 to 6 months registration for specified commercial motor vehicles
used exclusively to transport seasonal agricultural products. Each registration will
appear in the RTS mainframe records and will be maintained and archived as other
registered vehicles.
CREDIT
In all RTS events, the customer will receive credit for current vehicle registration up to
the amount of the new Seasonal Ag Registration; any remaining credit will be lost, will
not be refundable and will not appear on the receipt. The system will always provide
Seasonal Ag Registration credit toward other types of registration.
DEALER TITLES (DTA)
User will have the ability to use the Dealer Titles event.
EVENT
Seasonal Ag Registration will be issued through the registration process in both the
Registration Only and Title/Registration events. Select the appropriate Seasonal Ag
Registration classification on the Class/Plate/Sticker Type Choice screen (REG008).

HOT CHECK
Credit can be taken through the Hot Check, Hot Check Deduct, or Hot Check
Redeemed events.
INTERNET VEHICLE AND TITLE REGISTRATION SYSTEM (IVTRS)
Seasonal Ag Registration cannot be processed on the internet.
INQUIRY
User will have the ability to perform a vehicle inquiry using, plate, VIN, and document
number.
LICENSE PLATES
• The existing “Seasonal Permit” license plate validated with windshield or plate
stickers will be issued only
to vehicles with the “Seasonal Ag Combination”
registration class code.
Note: In accordance with Registration Title Bulletin #108-99, windshield validation
stickers will be utilized now that programming of the department’s automated system
has been completed.
• The existing inventory and pattern continue to be used.
• All other “Seasonal Ag” registration classes will retain their respective license plates
(i.e., Truck, Farm Truck, Farm Truck Tractor and Cotton). Applicable windshield or
plate sticker will be issued; Cotton plates will receive only a plate sticker.

LOCAL AND ADDITIONAL FEES
When Seasonal Ag Registration is purchased more than one time in a twelve-month
period, the system will automatically collect all applicable fees with each purchase.
Those fees are:
• Road & Bridge Fee
• Automation Fee
• $1 Insurance Fee
• Child Safety Fee
• Young Farmer Fee
• 10 Percent Emission Surcharge Fee
MODIFY
User will have the ability to use the Modify event.
REGISTRATION CLASS
The existing Registration Class Code 63 for a Seasonal Ag Permit (combination) has
been canceled. The following are new registration classes:

REGISTRATION FEE
The registration fee is prorated based on one-twelfth the annual registration fee for the
selected registration class, multiplied by the number of months requested by the
applicant.
REGISTRATION PERIOD
The user has the ability to collect a registration period of one, two, three, four, five, or
six months.
Enter the appropriate expiration month and year and fees will be recalculated:

RENEWAL NOTICE
A renewal notice will not be issued for vehicles displaying a Seasonal Ag Registration
class.
REPLACEMENT
Replacement plates and stickers may be issued for Seasonal Ag Registration.
REPORTS
Fees and inventory associated with Seasonal Ag Registration will reflect properly on the
necessary RTS Reports.
SPECIAL PLATES
There is no special plate category (i.e., PLP, Collegiate, etc) for Seasonal Ag
Registration.
STOCK ITEMS
All Seasonal Ag Registration inventory items will be stock items at county tax offices.
These items will not be issued by Headquarters or Regional Offices.
Expired Reason Behavior
The Expired Registration Reason for all classifications now defaults to “Invalid Reason”
on both the Registration Additional Info (REG039) and Title Record (TTL003)
screens:

It is important that the user verify vehicle use for each customer. Example:
• If the vehicle has been driven, the default “Invalid Reason” is appropriate.
•
If the vehicle has not been driven or a citation received, “Valid Reason” must be
selected by the user to insure correct fees and month of expiration.
•
If the owner has received a citation, “Citation/Charge Penalty” must be selected by
the user to ensure correct fees and month of expiration.

Note: Due to the extended grace period of December 31, 2005, for hurricane victims,
the user should change to “Valid Reason” for these renewals.
Exceptions to the Expired Reason Rule are Seasonal Ag Registration, Dealer Titles
and Corrected Titles. The default for these will be “Valid Reason.”
