GENERAL INFORMATION
The Federal Aviation Act provided for issuance of dealer’s aircraft registration certificates to be used as an alternative for the certificate of aircraft
registration. This form identifies the applicant as a person engaged in the business of manufacturing, distributing, or selling aircraft. The signature
certifies U.S. citizenship as required by the Act. Incomplete submission will prevent or delay issuance of dealer’s aircraft registration certificates.
1. A citizen of the United States means (a) an individual who is a
citizen of the United States; or (b) a partnership each of whose
partners is an individual who is a citizen of the United States; or (c) a
corporation or association organized under the laws of the United
States or a State, the District of Columbia, or a Territory or possession
of the United States, of which the president and at least two-thirds of
the board of directors and other managing officers are citizens of the
United States, and in which at least 75 percent of the voting interest is
owned or controlled by persons that are citizens of the United States.

2. Before operating an aircraft he owns while using his dealer’s aircraft
registration certificate, the holder of the certificate (other than a
manufacturer) must send to the Civil Aviation Registry evidence
satisfactory to the Administrator that he is the owner of the aircraft.
(Limitations may be found in Section 47.69 of the Federal Aviation
Regulations.)
3. A Dealer’s Aircraft Registration Certificate expires one year after the
date on which it was issued. All additional certificates expire on t h e date
of expiration of the original certificate.
4. The fee for a Dealer’s Aircraft Registration Certificate is $10 and $2
for each additional Dealer’s Aircraft Registration Certificate issued to the
same dealer.

of the information and whether disclosure of such information is mandatory or voluntary; the principal
purpose for which the information is intended to be u sed;
the routine uses which may be made of the information
gathered; and the effects, if any, of not providing all or any part of the requested informatio n.
Title 49 U.S.C. 44101 require s the re gistration of each
United State civil airc raft as a prerequisite to its operation. An
aircraft is eligible for registration only: (1) if it is not registered under the laws of any foreign co untry; and (2) if it is owned
by (a) a citizen of the Unite d States; (b) an individual citizen of a foreign cou ntry who has lawf ully been admitted for
permanent re sidence in the United States; or (c) a corporation lawfully organize d and doing business under the laws of
the United States or any State thereof so long as such aircraft is based and primarily used in the United States; or (d) a
government unit. Operation of an aircraft that is not registered may be subject the operator to a civil penalty .
This form is to be completed by partie s wishing to obtain a Dealer’s Aircraft Registration Certificate. The is an alternative
to the Aircraft Certificate of Registration. The form identifies the name and permanent address for mailing of the dealer
certificate and the location of the principal place of business.
The following routine u ses are ma de of the information gathered:
(1) To
determine that aircraft are registered in accordance with the provisions of the 49 U.S.C. 44102.
(2) To
support investigative efforts of investigation and law enforcement agencies of Federal, state, and foreign
governments.
(3) To
serve as a repository of legal documents used by individuals and title search companies to determi ne
the ownership of an aircra ft for registration purposes.
(4) To provide aircraft owners and operators information about potential mechanical defects or un safe conditions
of their aircraft in the form of airworthine s s directives.
(5) To
provide supporting information in court cases.
(6) To
serve as a data source for management information for production of summary descriptive statistics
and analytical studie s in
support of agency functions for which the records are collected and maintained.
(7) To respond to general requests from the aviation co mmunity or the public for statistical info rmation under
the
Freedom of Information Act or to locate specific individuals or specific aircraft for accident investigation,
violation, or other safety related req uirements.
(8) To provide data for the automated aircraft registration master file.
(9) To provide documents for development of the aircraft registration statistical syste m.
(10) To prepare an aircraft register in electronic media as required by ICAO agreement contai ning information
on
aircraft owners by name,
address, N-Number, and type aircraft, used for internal FAA safety program
purposes and also available to the public (individuals, aviation organization s, direct mail advert isers, st ate
and local governments, etc.)
upon payment of applicable user charges reimbursing the Federal Government
for its costs.
(11) The aircraft records maint ained by the FAA Aircraft Registry are publi c re cords and are open for inspection in
room 122 of the Registry B uilding, Mike Monroney Aeronautical Center, 6425 S. Denning, Oklahoma City,
Oklahoma 73169. Individuals interested in such information may make a personal search of the records or
may avail themselves of the services of a company or an attorney.
