White Paper Format
White papers may include narrative, pictures, figures, tables, and charts in a legible size. Format details
are:
• Paper Size – 8.5-by-11-inch paper
• Margins – 1 inch
• Spacing – Single- or double-spaced
• Font – Times New Roman, no smaller than 12 point. Text embedded within graphics or tables in the
body of the white paper or the quad chart may not be smaller than 10 point.
• Number of Pages – No more than five single-sided pages and one page for a chart. Therefore, the
entire mandatory white paper submission will not exceed six pages. Do not include a cover sheet, as one
will be automatically generated for submitted white papers using the information provided during
registration. If a cover sheet is submitted with the white paper, it will be counted toward the six-page white
paper limit. White papers exceeding the page limit will not be evaluated.
• Copies – A white paper shall consist of ONE electronic file in portable document format (PDF), readable
by IBM-compatible personal computers (PCs). The chart must be submitted in the same file as the white
paper. The file size must be no more than 10 megabytes (MB).
White Paper Content
White papers should capture the essence of your company’s value proposition. It should describe in a
succinct manor your unique innovative product and the cybersecurity problem set you are solving.
White papers shall include, as a minimum, the following:
• Cover Page (This is optional): The cover page shall be labeled “Company White Paper”, and shall
include company name, applicant’s administrative and technical points of contact, with telephone
numbers, facsimile numbers, and Internet addresses. An authorized officer will sign the cover page.
• Executive Summary: Will contain a concise description of the scientific, technical, engineering, and
management approach you employ, a description of the various features of the proposed cybersecurity
technology, and relevant details about your solution and how it is innovative.
• Technical Approach: Will contain a description of the basic scientific or technical concepts that comprise
your solution and the cybersecurity problem you are solving.
Explain what is unique about your solution, and what advantages it might afford compared to other
approaches that have been taken in this area. Illustrate the particular scientific, technical, or engineering
issues that need to be addressed and resolved to demonstrate feasibility.
• Personnel and Performer Qualifications and Experience: Will briefly describe the applicant’s
qualifications and experience in similar development efforts. Present the qualifications of the principal
technical team leaders. Describe the extent of your team’s past experience in working with or developing
the technologies comprising your solution.
• Commercialization Capabilities and Plan: Will provide a brief summary of the applicants capabilities and
experience in deploying similar products to the marketplace, including previous business partnerships
that can be leveraged. Describe the commercialization plan or other transition method for getting the
technology into widespread use.
• Costs, Work, and Schedule: Provide a brief summary of the planned work, costs, and schedule required
to execute your project, summarized by task. Describe all required material, such as previously developed
technology, test facilities, or other information which must be provided by the Government to support the
proposed work.
