Purpose: Create a strategic plan for integrating justice information in the state.
Goal and Inclusions: Recommend cost-effective solutions that integrate existing criminal justice
information systems, providing standards for future systems development, and
reducing technological incompatibility, redundancy and inefficiency.
Develop strategies to improve positive identification of individuals who interact
with the justice system through the use of enhanced biometric identification
technologies such as flat fingerprints and facial recognition.
Build upon the significant financial investments already made by individual
agencies on criminal justice systems, avoiding unfunded mandates on
individual agencies, and identifying federal grants an other sources of funding
assistance to finance the integration and improvement of justice information
systems in Illinois.
Work in partnership with state and local Illinois criminal justice agencies and
related social service agencies to meet operational requirements and needs for
justice-related integrated information processing while respecting
independence.
Ensure the privacy and civil liberties of all citizens are enhanced rather than
diminished by implementation of IIJIS.
Complete the draft IIJIS Strategic Plan for review by September 3, 2002.
Key Exclusions: This will not include a tactical or operational plan.
Initial Environment: There is no existing strategic plan for integrating justice information in Illinois.

Key Assumptions:
Will strive for consensus, when consensus cannot be reached:
Need 2/3 vote of meeting attendees, allowing only one vote per
agency. When 2/3 vote cannot be reached, we will move to the
Governing Board for resolution.
Vice-Chair will run meetings in Chair’s absence.

Stakeholder Issues/Concerns
Issues/Concerns: Criminal justice information systems in Illinois have been designed to meet local
operational needs and not to provide statewide justice information.
These systems operate today as autonomous and independent systems that do
not easily share information with courts or other justice agencies in a timely
manner.
Justice information is fragmented and inconsistent and frequently not available in
a timely manner to law enforcement officers or the courts for the purpose of
making criminal justice decisions.
Judges, prosecutors and police often do not know if they have complete
information when making bail and sentencing decisions, charging decisions and
possible plea negotiations and arrest decisions.
Quality Plan, Risk Plan and Communication Plan
Quality Plan: 1. Ensure the strategic plan meets the objectives outlined in Executive Order12.
2. Ensure plan follows IL guidelines on strategic planning.
3. Ensure project is delivered on time and within budget utilizing Project Management
Methodology.
4. Compare plan with other states and SEARCH.
5. Send plan to key individuals to review for content.
6. Send plan to key individuals to review for format/grammar.
Risk Plan: Risks:
1. Staffing deficiencies.
2. Deliverables from Technical Committee.
3. Printing delays.
4. Executive Board does not approve Strategic Plan.
Communication Plan: Communication Plan will include:
Meeting agendas, Chair reports, issues, documents, go-no-go decisions, status
reports and alerts which will be delivered via Email, fax, written reports and at
meetings.
