GUIDELINES FOR A NEW SPECIALTY LICENSE PLATE CATEGORY

Application Process:

Please indicate at least one current member of the General Assembly who would sponsor legislation to authorize the

special registration plate.

Please indicate a description of the proposed plate, including a draft copy of the plate design. Also, please select one of

the following plate background options to be approved by legislation:

 Logo Only -the dimensions of the logo are 3 ¼ inches high by 3 ½ inches wide. This requires a minimum of 300

applications. (available on a First in Flight or First In Freedom background)

 Full background – this requires a minimum of 500 applications. Please refer to form MVR-27PPAT which is

listed on the DMV website for format specifications.

Please indicate the proposed fee of the plate. If the fee is in excess of $10.00, indicate the additional fee amount and

describe the proposed use of the proceeds. Also include the name and address where funds are to be distributed that

derived from the sale of the plate.

Once approved by legislation, the final artwork for the plate design must be submitted within 60 days electronically to

dmvspraw@ncdot.gov. The electronic file should be vector art in Adobe Illustrator CS3.

The minimum required paid applications must be collected by the organization before submitting to NCDMV for approval

and issuance of the plate. The fee amount of the check or money order submitted by the person, organization, or legal

entity seeking the plate must equal the number of paid applications.

If the plate is not authorized by legislation, DMV will refund the fees collected to the organization.
