Off-Highway Motorcycle Dual Registration FAQs
Will I be issued a Minnesota vehicle title by registering my off-highway motorcycle with
Minnesota Driver and Vehicle Services (DVS)?
No. Minnesota Statute 168A.085 prohibits issuance of a Minnesota title for a vehicle that was not manufactured in
compliance with applicable federal emission standards in force at the time of manufacture. Registration with DVS does
not constitute proof of ownership for a vehicle.
What do I need to do to make my off-highway motorcycle qualify for registration with DVS so I
can ride it on public roads and highways legally?
You must bring it into compliance with both Federal and State requirements for a motorcycle for on-highway use. These
requirements can be found in Minnesota Statute 169, and Federal Regulation 49 CFR 571. DVS has created a form where
you will attest that you have brought the motorcycle into compliance(available on the DVS Motor Vehicle Forms page
).
The form also contains a non-inclusive list of some of the requirements that must be met.
You must also have and maintain registration with the Minnesota Department of Natural Resources (DNR) as an off-
highway motorcycle. You will be asked to show proof of this registration upon initial application for DVS registration, and
you may be asked to show this proofwhen applying for renewal.
How much does it cost to register my newly converted off-highway to on-highway motorcycle
with DVS?
There is a $10 annual registration fee. The registration period is from March 1 through February 28th (February 29th in a
leap year). There also may be transaction and filing fees associated with the registration.
Do I need a motorcycle endorsement on my driver license to operate my converted off-highway
motorcycle on public streets and highways?
Yes.
Is there an inspectionthat my newly converted off-highway to on-highway motorcycle must
pass?
No. You, as the owner, must certify that you have made the required modifications to bring the motorcycle into
compliance with the requirements for on-highway use. It is the owner’s responsibility to ensure this is done.

What off-road vehicles qualify as “motorcycles” for registration with DVS?
An off-highway motorcycle is defined in MS 84.787 as: a motorized, off-highway vehicle traveling on two wheels and
having a seat or saddle designed to be straddled by the operator and handlebars for steering control, including a vehicle
that is registered under chapter 168 for highway use if it is also used for off-highway operation on trails or unimproved
terrain.
All-terrain vehicles, mopeds, go-carts, etc. are not included in this definition.
My off road motorcycle does not have an odometer, how should I complete the odometer
section of the Application to Title and Register a Motor Vehicle (PS2000) Form?
The odometer field can be left blank, or NR can be written in on the PS2000.
