This fact sheet outlines the procedure to apply for a Certificate of Title to a motor vehicle when there is no existing vehicle
ownership record in Minnesota or in another state or country. If there is a record of ownership, refer to dvs.dps.mn.gov.
Application
Submit the following:
1. Application to Title & Register a Vehicle (Form
PS2000): The application may be obtained from a local
motor vehicle deputy registrar office or online at
dvs.dps.mn.gov
.
NOTE: Have the seller sign section C of the PS2000, or
submit a Bill of Sale that identifies the vehicle (year,
make and vehicle identification number), the date of
sale and buyer’s name.
2. Fees: You must submit all appropriate sales tax, title
and registration fees.
3. Statement of Facts (Form PS2002):
• The statement must be written and signed by the
seller of the vehicle and give as much information
as possible regarding the vehicle’s history.
• It must include a complete vehicle description
(year, make, model, and vehicle identification
number), how and when the vehicle was acquired,
and why no documentary proof of ownership
exists.
• If the seller cannot be located, the applicant
should write the Statement of Facts and state the
circumstances.
4. Photos: You must submit photos showing all sides of
the vehicle as well as a photo of the VIN plate or a
clear, legible tracing. In the case of motorcycles, a
photo of each side is needed as well as the VIN photo
or a photo of the Federal Safety Sticker.
• Digital, scanned color images are preferred
over actual photographs.
• Photos are not required for trailers with a
gross weight of less than 6,000 pounds;
however a photo of the VIN plate should be
submitted.
• The photos are used to establish a value in
case a bond is required.
Reconstructed Vehicles
You must have minimum proof of ownership for all major
parts. For information on reconstructed vehicles, please
refer to dvs.dps.mn.gov
.
Registration
In most cases, you may obtain registration if all
requirements are met. However, if your vehicle does not
have a vehicle identification number (VIN), your license
plates cannot be issued until DVS reviews the application.
NOTE: If a motorcycle is “homemade,” is a pre-1970
reconstructed Harley Davidson, or the frame number
cannot be determined or has been removed, you will not
be issued plates until your application is reviewed by DVS.

Bonds
You may be required to obtain a surety bond (obtained
through an insurance company) to protect the State
against any possible claims of ownership.
• After the application is submitted, DVS will notify
you whether the vehicle requires inspection
and/or bonding.
• A title issued with the notation “bond” is a
negotiable (transferable) title. After three years,
you may request to have the “bond” notation
removed.
