A basic work sc ope should answer these six q uestions:
1. What is t he work to be performed?
2. How is it m anaged?
3. What are the benefits to your ag ency?
4. Are there special requirements?
5. What are we supplying?
6. When is it finished?
What is the
w ork to be
perf ormed?
• Expla in the background, wher e you are now and where you want to be.
• Stat e the results you want to be achieved by the vendor.
• State the deliverables the vendor is to provide.
• Def ine the schedule for the results, deliver ables and acc ept ance.
• Def ine the service levels t hat you want and the measur em ents.
How is it
managed?
• Daily, weekly, mont hly, quarterly. Red-flag repor ti ng.
• Achievement t o date, achievem ents planned.
• Ident if ication of problems to date.
• On-site meetings, progress meeting s, acceptance process meet ings,
etc.
• Projec t managers with authority to make de cisions for the results.
• Milestone reviews.
• Payment fo r performance.

• When the results are achieved, what benefits do we expect?
• Vendor needs to know the benefits of result s for full underst anding.
• Thes e were lik ely expressed to g et internal buy-in of pr oject.
What are

• Technical requirements (specifications).
• Government and legal req uirements.
• Contract requirements
• Location of work and access requirements.
What are we
supplying?
• Def ine the customer-supplied item s (data, hardware, etc.).
• Specif y the dates.
• Note that vendor has to report on issues with our items
• Any item not specif ied as agency supplied, is vendor responsibility
