Instructions
An export-only sale is the sale of a salvage or nonrepairable motor vehicle by a licensed salvage vehicle dealer or
governmental entity to a person who resides in a jurisdiction outside of the United States. An export-only salvage or
nonrepairable vehicle must be reported within 30 days of the date of sale to the Texas Department of Motor Vehicles on
this form.

Requirement for Export-Only Sales
1. Only a licensed salvage vehicle dealer or governmental entity may sell a salvage or nonrepairable motor vehicle to a
person who does not reside in the United States.
2. A Salvage or Nonrepairable Vehicle Title must be issued for the vehicle prior to sale and delivery to a non-United States

he salvage vehicle dealer or governmental entity must
:
a.
obt
ain a legible copy of the purchaser’s photo identification (ID) issued by the jurisdiction in which the purchase
r
r
esides. The photo ID may consist of
:
• a passport,
•
a driver’s license
,
•
consular identity document
,
•
national identification certificate or identity document,
or
•
other identification issued by the jurisdiction in which the purchaser resides that is able to be verified b
y
l
aw enforcement and includes the name of the issuing jurisdiction, the purchaser’s full name, foreig
n
address, date of birth, photograph, and signature.
b. obtain a Purchaser’s Certification of Export-Only Sale (Form VTR-901), certifying the purchaser:

will remove the vehicle from the United State
s,
•
will not return the vehicle to any state of the United States as a motor vehicle titled or registered under i
ts

anufacturer’s vehicle identification number,
and
•
will not operate the vehicle on a public highway in the United State
s.

amp the Salvage or Nonrepairable Vehicle Title (once on the front and each unused reassignment space on th

back of the title) with a stamp that includes the words “FOR EXPORT ONLY” and the salvage vehicle dealer’s

icense number or the governmental entity’s name

ote: When completing the “State of Title Issuance” block, provide the type of ownership evidence provided to the
purchaser as follows:
• Out of state title – provide the 2-letter abbreviation for the state that issued the titl
e
• Regular Texas title – indicate “TX”

Texas Salvage Certificate of Title, Texas Salvage Vehicle Title or Texas Salvage Certificate – indicate “TX -
S”
•
Texas Nonrepairable Certificate of Title or Texas Nonrepairable Vehicle Title – indicate “TX – NR

Note: A copy of this form (Form VTR-902) may be used to maintain a listing of all motor vehicles sold for export only.
Record of Export-Only Sales
The seller must maintain records of each export-only sale on their business premises for three years from the date of sale
and must make those records available for inspection upon request. The records must include a listing of each
nonrepairable or salvage motor vehicle sold for export only and the following items for each sale:
1. A legible copy of the stamped and properly assigned Nonrepairable or Salvage Vehicle Title (front and back).
2. The completed Purchaser’s Certification of Export-Only Sale (Form VTR-901) that includes the purchasers certified
statement.
3. A legible copy of the purchaser’s photo ID.
4. A legible copy of any other documents related to the sale of the motor vehicle.
