a. Form of Bid: A bidder o n a Gro up of Properties offered hereby must submit the following material and forms:
1. On the Bidder’s letterhead, the Bid Proposal in th e form provided;
2. Three (3) complete and originally executed copies of the Contract of Sale. Blanks on the first page of the
Contract of Sale should be filled-in with the exception of the date which will be completed by NYCHA. The
bidder should write in the Purchaser (a.k.a. the bidder) name and address; the Group Number; the Purchase
Price (a.k.a. the Bid Price) in words and numerals; the Downpayment (a.k.a. the Bid Deposit) in words and
numerals; the balance of the Purchase Price (a.k.a. the Bid Price) in words and numerals. In addition, bidder
should complete Exhibit A to the Contract of Sale by listing the Group no., ad dresses and block/l ot information.
3. A Bid Deposit of ten percent (10%) of the Bid Price in the form of an unendorsed certified or bank check
payable to the New York City Ho using Authority;
4. An originally executed Verified Statement and Tax Affidavit in the form provided (individual, corporation or
partnership form as appropriate). Note, after Bid Opening, the Highest Bidders will be responsible for providing
additional information related to the Tax Affidavit (for corporations: Board of Directors Resolution; Incumbency
Certificate of Secretary; Certificate of Good Standing from NYS Department of State; for limited liability
corporations: Certificate of Good Standing from NYS Department of State; Copy of Articles of Organization and
Copy of Operating Agreement; for partnerships: Business Ce rtificate);
5. A completed Bi d Proposal Checklist in the form provided.
All materials and forms described in Section a.1-6 must be sealed in an envelope marked “Sealed Bid Proposal for
the Purchase of Vacant Single-family Houses-Sealed Bid Sale Group____ [specify by roman numeral of Property
Group], Not to be Opened until January 22, 2007,” and addressed to NYCHA, Department for Development, 250
Broadway, 24

Floor, New York, New York, 10007. Any Bid submitted in the wrong form or without documentation
specified above will be deemed invalid and will not be consid ered.
b. Multiple Bids: A bidder may bid on any number of the groups of properties (“Group” or “Properties”). A bidder
must submit a separate Bid, packag ed separ ately, for each Group. No bids will be acce pted for i ndividual Pr operties
nor will any property substitutions be made.

c. Delivery of Sealed Bid: The bid submission envelope must be submitted to NYCHA, Attention Department for
Development, 250 Broadway, 24

Floor, New York, New York, 10007, by hand delivery between the hours of
10:00a.m. a nd 4:00p.m., Monday through Friday, excluding NYCHA ho li days, unt il 12:00 no on, Ja nuary 18, 20 07 (t h e
“Deadline D ate”). No Bids will be acce pted after the Deadlin e Date unless the Deadli ne Date is extended by NYCH A
for all bidders. NYCHA reserves the right to reject any or all of all Bids received.
The bidder should obtain a time-stamped receipt from NYCHA at the time of submission (“Bid Receipt”). The Bid
Receipt is only an acknowledgement that the Bid has been received by NYCHA; the Bid Receipt is not an indication
of completeness of the Bid and does not constitute acceptance of terms contained in such Bid. NYCHA has no
responsibility whatsoever to identify any deficiency in any Bid. The bidder shall be solely responsible for any
consequences of the bidder’s failure to su bmit complete and accurate Bi ds.
d. Public Opening: All Bids will be opened at 3:00 PM, January 22, 2007, in the Department for Development’s
Conference Room, 250 Broadway, 24

Floor, New York, New York, 10007 (“Public Opening”). At the Public Opening,
NYCHA will review all Bids for bid amounts only and will identify the Highest Bidders of each Group. Bidders will be
permitted, but not required, to attend the Public Opening. All bidders will be informed in writing by NYCHA, at the
addresses stated by them in the ir respective Bids wh ether their Bid was successful for each Bid submitted.
